Statement on the occasion of the 10th anniversary of the Syrian crisis (Mr. ENDO Akira, Special Coordinator for Syria, Ministry of Foreign Affairs of Japan)

1. The Syrian crisis marks its 10th anniversary in March this year. However, a nationwide ceasefire has not yet been achieved in the country, and the humanitarian situation has been growing increasingly severe. Furthermore, no progress has been seen in the political process. Under these circumstances, Japan is concerned about the situation, where we see a longstanding stalemate as well as a loss of momentum for the settlement of the crisis. From the perspective of medium- to long-term stability in the Middle East, the Syrian people should not be left in the current unstable circumstances.
2. Japan believes that permanent peace and stability in Syria can neither be resolved by military means nor achieved without a political solution through making progress in the political process on the basis of United Nations Security Council Resolution 2254. Based upon this belief, Japan strongly hopes for acceleration of the discussion of the Constitutional Committee and its steady progress. In addition, in order to realize a political solution to the Syrian crisis, the next Syrian presidential elections should be held with the participation of all Syrians, as well as the understanding of the international community. Japan is committed to continue its diplomatic efforts in close cooperation with UN Special Envoy Pedersen and international partners.
3. Based upon our aid policy of extending humanitarian assistance to all Syrians facing difficulties, Japan has provided support worth a total of over $2.9 billion US dollars since 2012 for emergency and humanitarian assistance in fields such as food, water and sanitation, health, and education. Furthermore, in light of the diversifying of humanitarian needs due to the prolonged crisis and the socio-economic impact of COVID-19, Japan has decided to make a new contribution of approximately 200 million US dollars as additional humanitarian assistance to Syria and its neighboring countries in the year 2021.
4. At the same time, Japan is committed to contributing to the reconstruction of Syria as a responsible member of the international community when the political process sees progress in line with Security Council Resolution 2254. While maintaining this position, Japan continues to work closely with the international community and the United Nations toward resolving the Syrian crisis through the effective implementation of necessary humanitarian assistance and efforts to advance the political process facilitated by the United Nations.
